Mascot's ground is mapped as disturbed terrain, meaning filled ground, at each of our five sample points, and Bayside Local Environmental Plan 2021 maps acid sulfate soils there in two classes. That mapping decides whether a dig below the surface needs development consent under the plan's acid sulfate clause.

Underpinning around Mascot
The soil-landscape report describes the Disturbed Terrain unit as ground that has been disturbed by human activity, with limitations that depend on the nature of the fill and include subsidence. It says care must be taken when these sites are developed and that a survey at a suitable scale and geotechnical analysis should be undertaken because of variability of materials. Only an investigation of a lot can say how its ground is made up.
The state's planning layer maps Bayside's acid sulfate classes at four of our five points, Class 2 at three and Class 3 at one.
Permits and Bayside Council rules
Under Bayside Local Environmental Plan 2021 clause 6.1, development consent is required for works on Class 2 land that go below the natural ground surface, and for works on Class 3 land more than 1 metre below it, unless an exception in the clause applies, and consent cannot be granted without a management plan. Bayside's lodgement checklist asks for a geotechnical report for any excavation, and within 900 mm of a boundary it must show minimal impacts on neighbours. Mascot is also named in the state's Botany Sands groundwater restriction, which prohibits domestic use of groundwater until 30 June 2030; whether it reaches groundwater pumped during construction is not something the order page says.
