Beacon Hill sits under the Warringah Local Environmental Plan's Landslip Risk Map: each of our five sample points fell on mapped land. Where a development application is lodged on that land, Council's plan asks for a preliminary assessment or a full geotechnical report, depending on the risk area.

Underpinning around Beacon Hill
We sampled the state's soil-landscape mapping at five points across Beacon Hill. Four returned the Lambert unit and one the Hawkesbury unit. The report describes Lambert as undulating to rolling rises and low hills on Hawkesbury Sandstone, with more than half its surface rock outcrop. Its listed limitations are a very high soil erosion hazard, seasonally perched watertables, and shallow, highly permeable soil.
That list has no reactive-soil entry, unlike the shale-country units mapped at Castle Hill and Marrickville. On sandstone ground the question a footing raises is usually about shallow soil over rock, drainage and erosion, and which of those applies to your lot is what a geotechnical engineer finds. A map at this scale cannot say.
Permits and Northern Beaches Council rules
Warringah Local Environmental Plan 2011 clause 6.4 applies to land shown as Area A to Area E on its Landslip Risk Map: consent may not be granted unless the consent authority is satisfied the application has been assessed for landslide risk to property and life. Council's Warringah DCP control E10 says what is lodged. For Areas B and D, a preliminary assessment by a suitably qualified geotechnical engineer; for Areas C and E, a geotechnical report and a hydrological assessment; for Area A, Council may decide a preliminary assessment is needed. The reports are not required if the development involves no site, building or structural works. Whether a repair to an existing footing needs a development application at all is not something these documents say. A draft Northern Beaches plan was on exhibition from 20 July to 30 August 2026 and must be considered alongside them.
